Fortigate IPS, an early warning and prevention system used against possible attacks and infiltrations to the local network from outside, can often be unstable. When you turn on IPS, it can overtax the firewall‘s processor and cause slowdown. If the number of users is below the maximum number of users supported by the device, turning IPS on or off will not slow it down too much.
However, if the number of users is very close to or above the limit, the firewall will slow down considerably or even stop responding for a certain period of time because there will be too many sessions . At such times, you need to review the Fortigate IPS configuration from the beginning. Even if that is not enough, IPSENGINE can be turned off, something I strongly disapprove of. When IPS stops, the CPU load will be lightened, but the network will be vulnerable to DDos Attacks and IPS attacks that may come from outside.
